Base radical class operators can be applied to universal class elements to identify the different possible base radical and base semisimple classes within the universal class. We call the collection of unique operators a radical theory (RT) semigroup. Radical and semisimple operator pairs are then matched to begin a description of the scope of radical theory for the universal class. Properties and orders of all possible RT semigroups are given for universal classes of finite multi-operator groups (such as finite rings and vector spaces). Illustrative examples covering the main results are included.
